Of all PSU chiefs, Anoop Kumar Mittal, Chairman and Managing Director of NBCC, is said to be the most powerful. He is enjoying the results of the efforts made by former NTPC Chief Arup Roy Choudhury when he headed the organisation. Today, NBCC is one of the cash-rich PSUs of India. All big construction contractors are seen making a beeline for Mittal’s office. He is the one PSU chairman who can make and destroy the fortune of any construction company in India. But, apparently, in his arrogance, he rubbed the wrong shoulders and soon, the CBI filed an FIR naming Mittal among five accused in a case involving the Rs 2,100 crore Pragati Maidan Redevelopment Project. The CBI FIR of December 22, 2017, was filed after a detailed preliminary enquiry initiated suo motu, and not on a private compliant. The FIR alleged that while the contract was awarded to the joint venture of Shapoorji Pallonji and Co (P) Ltd and Shapoorji Pallonji Qatar WLL, Mittal reportedly used his influence to get a part of the project sub-contracted to Mumbai-based Capacite Structures Ltd. Moreover, other complaints regarding NBCC’s execution of ESIC Medical College and Hospitals projects at Mandi and Bihta (Patna), which are learnt to have been referred to the Ministry of Housing and Urban Affairs by the CVC, were still “under investigation” as of February 2018, according to the ministry’s records. Yet, it is believed that Mittal has got a clean chit from the Chief Vigilance Officer of NBCC. Naturally, the exoneration was cause for celebration so Mittal organised a gala party in November. The party was attended by the who’s who in the corridors of power and top ranking business houses. It’s rightly said, money makes the mare go!
