CM’s missing ink

hooda didn’t sign a single file

THERE has been an uproar in Haryana regarding the alleged corruption of the former Chief Minister, Bhupinder Singh Hooda, so gfiles tracked the documents of the government of Haryana and it found out how the file movement system used to work in the Secretariat. Hooda came up with a wonderful formula to sanction or pass the projects, schemes or announcements of the government in such a way that his signatures were not required on any file. As a result, in his 10-year rule in Haryana, Hooda personally did not sign a single file. How did the files move? When a file was prepared, it was stated on the left of the last page that ‘this file is of CM level’. This indicated that the file had to move with speed and was forwarded to the offices of the concerned civil servants, who stamped and cleared the file on the same day. When the file reached the CM’s Secretariat, a stamp was put with the signature of the Assistant Principal Secretary-I to the CM, stating ‘CM has approved’. One can notice this in all the files of the Haryana government in the last 10 years where billions have allegedly changed hands but there is no signature of Hooda—only a stamp with the signature of a civil servant.
